A Legacy of Bureaucratic Hurdles

Puerto Rico’s recovery efforts have been hampered by a complex web of federal oversight and local administrative challenges since the devastation caused by Hurricane Maria in 2017. Subsequent earthquakes in 2020 further compromised the island’s power grid and structural integrity, leaving thousands of homes and essential services in a state of disrepair.
